Why is the color of the solution not changing the way it’s supposed to?

Make sure you shake each of the reagents properly before using them, as they will otherwise not work properly.

I have noticed that the nitrite and nitrate test kits share the same first two reagents, is this normal?

Yes, the nitrate test kit uses the same first two reagents as the nitrite test kit. The third nitrate reagant further reduces the test sample to derive a nitrate reading.

How full should the test tube be?

The bottom of the meniscus should be at the fill line.
